Allow overhang in length/width directions

Length/width-direction overhang allowed: how far the cargo on the pallet may exceed the pallet's footprint in the length and width directions. The overhang value is the sum of both-side overhangs.

For example, a maximum length-direction overhang of 10 cm means each side of the length direction may have up to 5 cm of overhang.
